What is Fiscalisation and why do Retailers need it?

Understanding Fiscalisation

Fiscalisation refers to the regulatory requirements for businesses, particularly in the retail sector, to record sales transactions through certified systems to ensure accurate tax reporting and prevent fraud. These systems typically feature certified devices and/or processes with real-time transaction reporting to tax authorities. The complexity of fiscalisation stems from the varying laws and requirements across different countries, making compliance a significant challenge. Enactor’s fiscalisation solution provides integrated, compliant systems to help businesses navigate these diverse regulations effectively.

How does Enactor approach Fiscalisation?

Enactor addresses a common issue where Retailers face blame-shifting between POS providers and fiscal software solutions when problems arise. By avoiding reliance on third-party software, Enactor offers solutions without hidden costs and provides customers with a single point of contact. Our fiscal solution is a part of Enactor’s core product and does not involve any middleware. This approach ensures better control and accountability.

However, we recognise the importance of local expertise. Enactor has built a network of in-country partners who help understand legislation and technical requirements and inform about any legislative changes. This network helps Enactor keep its solution up to date and compliant in the fast-changing landscape of fiscal legislation.

Types of Fiscalisation that Enactor offers

Fiscal Printers: Each POS transaction is sent to a certified fiscal printer that prints a fiscal receipt. These printers may store fiscal memory or connect to the internet to send data to tax authorities. The challenge lies in the lack of standardisation of printers across countries, each with its own rules.

Service-based Fiscalisation: The POS communicates with a web service provided by the tax authority or a third party, sending transaction data and receiving a signature to print on the receipt. This process is instantaneous and streamlined. Typically, there are processes in place to allow trade to continue should the service be unavailable.

Hardware-based Fiscalisation: Similar to fiscal printers but without printing receipts, allowing Enactor to control the receipt template. These devices can either be connected to a shared server in-store or individual hardware units for each POS, depending on each country’s regulations.

Software-based Fiscalisation: The most complex method, where Enactor takes full responsibility for signing transactions, printing receipts, and ensuring compliance. This usually requires certification with either the tax authority or a certification board appointed by them.

Challenges and solutions

Retailers face several challenges when implementing fiscalisation solutions, such as staying compliant with ever-changing legislation and dealing with diverse regulations across countries. Enactor monitors these regulations and uses consulting partners to keep their solutions compliant and customers informed.

This proactive approach ensures that retailers can focus on their core operations without worrying about compliance issues.

What sets Enactor’s solution apart?

Enactor’s fiscal solutions are built using the Enactor Toolkit, which integrates fiscal functionality directly into the core product without relying on middleware. This approach simplifies maintenance and updates. Enactor’s expertise and in-house development of fiscal solutions allow for quick adaptation to new markets, helping retailers expand internationally with ease.

What is the Enactor Fiscal module?

The fiscal module within Enactor’s solution contains all certified characteristics separate from the core product. This separation allows for updates to the core product without needing to recertify the fiscal module as that is independently versioned, saving time and costs associated with the certification process. Retailers benefit from continuous improvements and compliance without disruption.

Preparing for the future

Enactor has a dedicated fiscal team to respond to changes across various countries, ensuring our solution remains compliant and effective. In addition, Enactor keeps a robust network of partners on retainer to stay ahead of legislative changes.

Enactor’s comprehensive and compliant approach to fiscalisation helps retailers navigate the complexities of tax compliance, providing peace of mind and allowing them to focus on growth and innovation.
